Background Info

Armley is a district in the west of Leeds, less than 1 mile from Leeds city centre. Armley Town Street includes high street names, charity shops and food and independent retailers. There are frequent bus links to Leeds, Bradford, Pudsey and Whinmoor. 

Armley's Town Street has free off-road car parking, but parking is mainly on-street, with few car parks in the centre. There is an issue with rat running through the area which adds to congestion.  Multiple side roads along a short stretch of Town Street add to the vehicle congestion.  There is also a high rate of traffic accidents in this area.

Scheme objectives

The proposals are looking to deliver the following outcomes for a revitalised Town Street:

  • A green and healthy space which people want to visit;
  • More visitors who spend longer dwell time in the area;
  • Animation and community celebration at local events and markets;
  • Help grow a sustainable and healthy local economy;
  • Reduced bus delays along the length of Town Street;
  • Improved waiting areas for the frequent bus services;
  • Improved pedestrian safety at key junctions and crossing points;
  • Reduction in through traffic and traffic speeds:
  • Improved air quality and pedestrian experience; 
  • A better cycling and walking experience and cycling links to local facilities and the wider network.

Scheme proposals

The following are four initial proposals we would like to hear your feedback on.

Proposal 1 - Street greening

This proposal includes: 

  • Enhancements on existing footway areas including widening of footways, reducing street clutter and greening the street with trees and plants. 
  • Rationalising and better management of the parking and loading areas. 
  • Minor junction alterations. 
  • Traffic levels remain same.
  • No changes to bus routes.

Proposal 2 - Street greening and traffic calming

This proposal includes:

  • As proposal 1 and also;
  • Branch Road is partially pedestrianised.
  • Crab Lane is made two way.
  • Introduction of traffic calming to help manage vehicle speeds.
  • Traffic levels remain same.
  • No significant changes to bus routes.

Proposal 3 - Pocket parks and bus only section

This proposal includes:

  • As proposal 1 and also;
  • Bus only section.
  • Significant traffic reduction on Town Street.
  • Improved walking routes and crossing for pedestrians.
  • Areas for pocket parks/extended public realm (see imagery below).
  • Traffic rerouting to main roads.
  • No change to bus routes.

Proposal 4 - Public open spaces and traffic re-routing

This proposal includes:

  • As proposal 1 and also;
  • Pedestrianised section of Town Street.
  • Enhanced experience for visitors.
  • Areas for pocket parks/extended public realm (see imagery below).
  • Betterment for people walking and increased crossing opportunities.
  • Significant traffic reduction on Town Street.
  • Traffic re-routing to main routes.
  • Bus route diversion required.

For proposals 3 and 4 there will be some traffic diversions and re-routing and these will be outlined at the next stage of design.
